What does "surcharge" commission mean?

In addition to the existing commission of the bank to which the card belongs, the additional commission fee that can be applied by the other party is called "surcharge". For example, if cashing from a card belonging to Yelo bank to Azericard at foreign and domestic ATMs is 2% (min. 3 AZN / USD / EUR) according to the bank's tariffs, the bank to which the ATM belongs may charge an additional commission from the customer for cashing. The additional commission charged by the other bank is the "surcharge" commission. In the event that a "surcharge" commission will be applied, the customer is informed about it.
